			<content:encoded><![CDATA[<p>For months on end, the Legislature has been frustratingly slow at passing a sustainable budget.  It had seemed like we never would have a chance to do so&#8211;but, at the last minute, things changed.  Here&#8217;s what has happened:</p>
<ul>
<li>House Democrats proposed and passed a budget that was <a href="http://seattletimes.nwsource.com/html/editorials/2017572518_edit23supplemental.html" target="_blank">widely considered to include gimmicks</a>&#8211;mainly because it delayed paying some school payments until a future budget.</li>
<li>The Senate Democrats proposed something that similarly <a href="http://www.thenewstribune.com/2012/02/29/2046071/democrats-budget-cuts-less-puts.html" target="_blank">delays payments</a> until later.  They didn&#8217;t want to include major spending reform so they refused to include Senate Republicans in the budget negotiations.</li>
<li>As a result, late one Friday evening, three Senate Democrats joined with all Senate Republicans in voting for the Republican budget <a href="http://www.yakima-herald.com/stories/2012/03/03/gop-budget-narrowly-passed-early-this-morning" target="_blank">and passing it.</a></li>
<li>Suddenly things changed in Olympia.  On the bright side, there clearly are not the votes in the Senate to delay our budget responsibilities, so now there is a better chance our final budget will be more reasonable and will pay off our bills as it should.  On the other hand, the result has been yet another special session!</li>
</ul>
<p>As of right now, it seems that the leadership of the House and Senate are not really working together on a good compromise, but events move quickly at the Capitol so that may change at any moment.</p>

<p>Rep.  Chandler has been invited to speak at the<strong> Sunnyside Republican Club on  <em>Friday, August 13<sup>th</sup> at 7am</em></strong>.  The event will serve  as an opportunity for Rep. Chandler to discuss issues and solutions he believes  are imperative to the future of Washington and also take some time to answer  questions from constituents.</p>
<p><em><strong>Saturday, August 14<sup>th</sup>: Skamania  County Parade and Fair</strong></em></p>
<p>Please join Rep. Chandler at the <strong>Skamania County  Fair and Timber Carnival on <em>Saturday, August  14<sup>th</sup></em></strong>.</p>
<p>Prior  to the Fair, Rep. Chandler will participate in the <strong>County Parade  beginning at <em>11am</em></strong>.  The parade route begins at Stevenson High  School and ends at the fairgrounds.</p>

<p>Dear Friend,</p>

<p>My name is Bruce Chandler and I am your state  representative for House District 15. I am again running election and ask that  you join our campaign to continue working for you.</p>
<p>Currently, we face the  most challenging time in a generation as our small businesses and working  families struggle to survive in this economy. As an owner and operator of a  commercial fruit orchard, I know firsthand how difficult it can be to make ends  meet. While Washington state has fared better than other states, it has affected  everyone in every community. If we face these challenges by reforming  government, restoring our economy and supporting our communities Washington will  emerge as a leading economy in the West.</p>
<p><span style="text-decoration: underline;">In particular, my stance on  specific issues are as follows:</span></p>
<p><strong>Reforming State  Government</strong></p>
<p>Government must live within its means.  That  is why I fought against the repeal of the <a href="http://www.sos.wa.gov/elections/initiatives/text/i960.pdf">T</a><a href="http://www.sos.wa.gov/elections/initiatives/text/i960.pdf">axpayer  Protection Act</a> and opposed a state budget that spends much more than the  state will receive in tax revenue.  People are understandably demanding more  open, accessible government. The legislative process must become more public and  in a manner that convinces constituents they are being heard.</p>
<p><strong>Creating Local Jobs </strong></p>
<p>Today, over 310,000  Washingtonians are out of work. In Clark and Skamania county the unemployment  rates exceeds 12 percent. What have our leaders in Olympia done to help put  people back to work? Raise taxes.</p>
<p>I don&#8217;t beleive in  taxing our way out of this recession. That is why I opposed the laundry list of tax increases  (17 taxes out of more than 90 that were proposed).  We must ensure access to  adequate, affordable water and energy supplies.We must allow our working families and small businesses  to keep more of their hard earned money to sustain themselves during this  current time and invest for the future.</p>

<p><strong>Supporting Our  Communities</strong></p>
<p>We must continue to make our communities safe  and provide basic services and infrastructure.  We were successful in passing  legislation to fight the scourge of gangs. I fought against diverting money from  the Public Works Trust Fund (intended for local infrastructure projects) into  the General Fund to pay for more government programs.</p>

There have been too many questions about what happens in local government executive sessions. This bill would ensure that business done behind closed doors is protected unless there is serious question about what was said.”</p>
